Just install SmoothScroll and you're done. you can change quite a lot of settings. But it is only accessible via the Options link in the Extensions page.

Add smooth scrolling to Google Chrome
A very disappointing thing in Chrome is that it doesn't have the beautiful smooth scrolling like Opera or other browsers. But really, you can add the feature with an extension.
